Rep. Boyer sponsored multiple bills to advance individual rights. Having worked on the 2016 campaign to make cannabis legal, he has introduced legislation to further treat cannabis like alcohol. 

LD 1103 removed the prohibition of firearm ownership for medical cannabis patients and consumers. LD 1103 was passed by the Maine House and Senate and became law July 5, 2023. 

LD 1311 affirmatively classified cannabis with alcohol in regards to probation, parole and pretrial release. LD 1311 was unanimously passed by the Maine House and Senate and became law on June 25, 2023. 

LD 555 restored the number of mature flowering cannabis plants Mainers aged 21 years and older can grow. The citizen initiative that was passed in 2016 allowed for six plants but that was then rolled back to three in 2018 by the legislature. LD 555 restores the will of Maine voters and allows for six plants per adult. The bill unanimously passed the Maine House and Senate and became law on June 18, 2023.

LD 832 made important improvements to Maine’s medical cannabis program by allowing for graduated sanctions and providing notice to operators if they have violated provisions of the program. Previously the department was resorting to revoking licenses rather than issuing fines. Additionally, OCP initiated compliance stings but would not alert license holders of a compliance violation until the 2nd or 3rd sting operation. Business owners deserve timely notification if employees violate the law, within 24 hours of the violation. LD 832 was unanimously passed by the Maine House and Senate and was signed into law by the Governor on June 20, 2024
